clear up reference/citation confusion

Description

Users may get confused trying to link (add) primary and secondary references from other content (like names). At present, when one selects the "add" button on the edit form for existing content, one sees a list that mixes all existing primary and secondary references. Primary and secondary references should be managed in such a way that clicking on an add button under the heading "primary references" should provide a list containing only primary references. Similarly, clicking on an add button under the heading "secondary references" should provide a list containing only secondary references.

Moreover, maybe the default opening context for those forms would show only references existing in the user's workspace (i.e., that they had created themselves) rather than the whole list of published ones.
