update pleiades-all.kml with new urls and promulgate

Description

The reswizzle of pleiades urls means that the urls in the pleiades-all.kml file at http://www.unc.edu/awmc/pleiades/data/kml/places-all.kml are now wrong. These need to be updated and repromulgated.
